1. Our accessibility commitment
Trans Nzoia County is committed to ensuring the Projects Monitoring and Tracking System (PMTS) public portal is accessible to the widest possible audience, including persons with visual, auditory, motor, and cognitive disabilities. Accessibility supports our transparency mission: citizens must be able to discover, understand, and engage with project information regardless of ability or assistive technology.
2. Standards and conformance target
We aim to conform with:
- Web Content Accessibility Guidelines (WCAG) 2.1 Level AA as the primary technical benchmark;
- Kenya Information and Communications Act and disability inclusion policies for public services;
- Americans with Disabilities Act (ADA) Title III digital accessibility expectations for international users;
- European Accessibility Act (EAA) readiness for e-commerce and digital public-facing services where applicable.
Full legal conformance requires ongoing audits and remediation. The portal includes built-in accessibility features and the PMTSAccess widget to support user-controlled adjustments while we continue improving underlying code and content.
3. PMTSAccess accessibility widget
Public pages include the PMTSAccess Accessibility Widget (top-right, below the header). It provides tools such as:
- Text size, letter spacing, and line height adjustments;
- Readable and dyslexia-friendly fonts;
- High contrast, dark contrast, invert colours, and grayscale modes;
- Link highlighting, reduced motion, large cursor, and reading guide;
- Skip to main content navigation.
PMTSAccess supports accessibility efforts but does not by itself guarantee full WCAG, ADA, or EAA legal compliance. Preferences are stored locally in your browser. See the Cookie Policy for the functional storage category.
4. Built-in accessibility features
- Semantic HTML landmarks (header, main, footer, navigation);
- Keyboard navigable menus and form controls with visible focus states;
- Alternative text on key imagery where provided by content editors;
- Responsive layouts for mobile, tablet, and desktop viewports;
- Chart and statistics tables backed by underlying data where reporting modules expose both views;
- Staff documentation and public FAQs describing how to use PMTS features.
5. Known limitations and ongoing work
We are actively working to address gaps such as:
- Legacy PDFs or third-party embeds that may not meet AA contrast or screen-reader requirements;
- Complex GIS map interactions that may require alternative list-based project discovery;
- User-generated feedback content that may not follow structured heading hierarchy;
- Occasional colour contrast issues in charts or department-specific branding.
If you encounter a barrier, please tell us so we can prioritise remediation. Accessibility is an ongoing programme, not a one-time certification.
6. Assistive technologies
PMTS is tested with modern browsers (Chrome, Firefox, Safari, Edge) and common assistive technologies including screen readers (NVDA, JAWS, VoiceOver) where resources allow. For best results, keep your browser and assistive software updated.

8. Procurement and content responsibility
New PMTS features and county-published documents should meet accessibility requirements at procurement and content creation stages. Departmental data entry staff should use heading structure, plain language, and descriptive link text when publishing project narratives and updates.
